So long as you don't mind the user having to "add" into the return address.. I see this as the easiest, and most trouble free way to do what you described.

And set up your DNS so that each is 2ndary MX for the other, so
"You've Got (backup) Mail".

Yes, a new hostname would be just as effective as a second domain name, as
long as the users are set up properly for their individual host, including
return addresses.
