I'm sure you can put in some delivery rules to route email like this. Instead of that, though, we've used separate email addresses for emergency notifications. Those email addresses relay to the phone. You may also want to consider a third party tool for SMS messaging instead of email, depending on whether the phones support email and SMS, or just SMS. Some cellular providers have special addresses set up that act as SMS gateways for their customers as well.
