NDRs  are  sent  to  the  envelope  sender (MAIL FROM), not the header
Reply-To.

I  don't have the slightest idea how you mean to send bounces "only to
the sending server" and still have any utility. Sooner or later, those
who  fantasize  about banning all outgoing or incoming bounces realize
that  this  breaks SMTP as it is used in the real world. Better to not
even start than to get caught with your pants down later.
