Having done quite a bit of CF and .NET, I have to disagree.  Every language/platform has its strengths and weaknesses.  To make blanket statements that one is always better than another is generally incorrect, and never useful.  We're just talking about tools here, so use the best tool for the job when you can, though sometimes you might choose a multi-tool that meets most of your needs rather than a separate hammer, screwdriver, chisel, etc.   What we're talking about is layout, not .NET specifically.  The only point relative to .NET is that the default layout method can cause problems.  Bad layouts for cross-browser usage can just as easily be done with any tool/language/platform.
