If a user has a forward set on their account, any mail to that account will forward.  Even though you put a rule to move it to the spam folder, it is still going to their account so it still forwards.  If you set the rule to delete the mail it will not forward.

I've setup a domain rule to catch anything with 'SPAM' in the subject line. For accounts that forward this is not working but does work for accounts that retrieve their mail from our server. I'm also confirming this by checking the spool log and seeing emails with 'SPAM' in the subject being forwarded.
