It would be better if rules would apply across the
board not just to delete. We can't delete this mail based on any spam
rule.

I've setup a domain rule to catch anything
with 'SPAM' in the subject line. For accounts that forward this is not
working but does work for accounts that retrieve their mail from our
server. I'm also confirming this by checking the spool log and seeing
emails with 'SPAM' in the subject being forwarded.
