Not my experience, which is why I set them up this way. I discovered this
when recycling DNS. If the DNS service was already off, the execution would
halt. Maybe it was something peculiar to the system I was on, but that's
what happened. I've fund this multiple-file method to be a bit awkward, for
sure, but it has been absolutely bulletproof.

Your script will fail if either SMTPD32 or QUEUEMGR is already
stopped when it runs. This happens because a failure of any step in
a .bat file stops execution of the rest of the file.
Huh??? No, it won't fail.
Test it out yourself. The NET.EXE error level is set differently
depending on the outcome, and execution continues. This is by design,
and true of batch files and executables for as long as I can remember.
