That's just the way the system was designed;
inbound rules only apply to messages as they are being delivered to a
mailbox. Since a forward is not locally delivered, the rules are never
called. It would be a nice option to apply rules even if there is a
forward file, but then we need to decide which would take precedence.
Another option could be to not forward messages marked as spam.

I appreciate that, really. I don't understand how
forwards ignore rules but I guess it wasn't brought up before. We have many
clients that forward business email to AOL which we much prevent due to AOL's
policy. It would also be greatly beneficial for us to also retain messages we
believe are spam rather than pay for the bandwidth to send them somewhere
else. We're already paying to receive that crap so paying more to send it off
to verizon or earthlink kinda sucks.

This is a
BIG problem and getting bigger as we take on more customers. I don't think
this is going to be solved by creating rules on an individual basis for
very long.

My understanding is your users are
setting a forward for all of their mail to another account (AOL
for example) and never checking their mail locally; is this
correct? If you are sure the message is spam, have you
considered setting the spam action to delete?

Kevin gave me a
workaround for a problem we have with forwards to
AOL which involved setting an outbound rule. Since
we can't give every domain on our server an IP to
do this we're kinda stuck.
The problem is
that rules won't apply to forwarded email so an
outbound rule must be added. Now, we can't do an
outbound rule since they don't exist on
virtuals.
One of these options needs to be
corrected somehow???
