Customized footer means that each msg body must be customized per-recpient which can be, and very often is, tons slower than sending a unique msg body to the entire list, including sending one DATA to multiple recipients in one SMTP session at one MX (eg, AOL). It's a serious trade-off for big lists: speed of sending a big list vs ease of list admin.
