The POP frequency check is based on User ID.

A question regarding the 2006.2  minimum POP Frequency.

Is the POP3 frequency based on userid or IP?

Here's a scenario:

I have a user with a Blackberry and a computer. If the POP3 frequency is
based on user-id, the Blackberry or Outlook will end up not getting stopped
because of the POP3 frequency. If the POP3 frequency is based on IP, the
Blackberry and Outlook will be able to connect without interfering with each
other.
