If you run from the registry you can run a script to change them all.  If you 
run from a database, you can run a query to update them all.  Since permissions 
are done via bitmask, you'll want to refer to the KB article to know what 
values to AND the registry value with.

Hello,
 Anyone ran into a problem where all the account do not have "Allow Password 
Change" selected when upgrading from 8.22 to 2006.2?


I've had a couple clients call and complain that they can not change their 
passwords and upon research we find that the check box is no longer allowing 
these updates.


Is there a blanket statement that can be executed to change all the users to 
select the checkbox so that people can change their passwords?
