This is a check of my understanding of how SMTP auth works.

   1.  "Disable SMTP Auth reporting" must be on before SMTP clients
recognize that the SMTP server is capable of authentication.  SMTP clients
like Outlook and Netscape ignore the "use authentication" and SMTP logon
information.  
   If "Disable SMTP Auth reporting" is on, an SMTP transmit fails because
of relaying denied, but never try to authenticate.

   2.  If "Disable SMTP Auth reporting" is on, Netscape blindly tries to
log in with whatever the user entered in the SMTP logon field (usually
nothing).

   The implication is that to enable "SMTP Auth reporting" in an ISP
situation, all Netscape users must enter valid SMTP logon information,
even if they are "local" and would not normally be denied relaying anyway. 
So....we will need to tell a couple thousand Nescape'rs to update their
SMTP settings?
