Yep, adding a A Record, for the host nnepa221 referencing 216.81.209.221
would
allow the forward to match the reverse.
Just to be clear, this is no special magic here, this is only because
you have the PTR record
for 216.81.209.221resolving to the hostname "nnepa221.nnepa.com".
Whatever the reverse
hostname is should resolve in the forward zone to the same IP address.

They are referring to setting up a "matching DNS and rDNS records".
While you have a PTR record setup for rDNS (216.81.209.221 =
nnepa221.nnepa.com)
you do not have a matching forward DNS for the host nnepa221.nnepa.com.
In fact, looking this hostname up returns no values.
This might be your problem.
