I had that happen once too. A user received about 30 empty emails. Where I went through the headers I discovered that it was one message that had been split into 30 pieces. The headers of all 30 emails each contained different bits of the one message.
It was very odd, but it never happened again. So, I never actually fixed anything. By the way, that was when I was running ICS 2006.1.
