A key piece of information would be to know the exact/full text of whatever error message OE issues when it detects whichever error. In general, the obvious answer is that the settings in OE are not matching the information used when using Telnet - otherwise both act identical. One reason I have found is that OE offers a number of options like "Secure Password Authentiation" in the SMTP logon settings, or they turn enter the "UserID" without an email address for the POP and/or SMTP logon, or they only set the POP logon but don't check the SMTP AUTH settings, or in the SMTP Auth options they don't set the "user same logon for SMTP authentication" - etc etc. You probably should walk with this user through every single screen of his/her OE settings and all the sub-dialogues. If I recall correctly, OE also has a way how you can activate email logging (so that you can see the actual protocol conversation). Depending on the version, it might require changing a registry option - or it may be hidden in one of the Internet Mail advanced settings as a checkbox.
