[IMail Forum] No To or X-RCPT-TO in header?

How can this be? I just received this spam and it has no To (except a semi-colon) and no X-RCPT-TO in the header. How am I supposed to know who it was sent to? Also, does anyone know under what conditions the X-RCPT-TO header is added?
