We saw similar issues on 8.22 systems.
IIRC, I was told it had something to do with the encoding type. Simple
work around was to click on the "Printable Version" which usually showed
the text fine. Also, it sometime just dropped the first line in the
normal view but would show the full text in the "print" version.
