Get your MIS manager to stop switching things around. His mail client is
seeing each of the changes as the creation of a new account that has never
down\load any mail. When it queries the mail server the mail server sends
it a list of messages on the server for that account. It then compares the
list to it's list of received messages. Any messages from the server list
that are not in the mail clients list are downloaded. That is part of the
post office protocol guaranteed delivery. If all messages are received and
the download is comp[letted successfully the message UIDs are added to the
mail clients recieved messages list. If not (download interupted, timmed
out, canceled etc.) the messages will be downloaded the next time the client
goes to collect mail from the server.
