Your case is a prime example of why some of the bigger providers
are forcing dialups to use their port 25.  Even AOL is routing
most of their SMTP traffic through proxy relays which prevent
their dialups from directly connecting to external SMTP ports.

However, this is not always feasible so you have to resort to
some fairly crude tactics and then follow through with it.

I have a pretty hefty fine if someone is caught using our service
for such spew.  Our users have to sign the Service Agreement
agreeing to pay when they are slammed.  I don't do automatic
signups.  So the basic procedure when a complaint comes in
is that I shoot first, then ask questions to the survivors.  Then
I give them 48 hours to come in and pay in person or I offer
the assistance of the local authorities to pick it up for them.

To date I have successfully collected a hefty sum in fines and fees
from violaters.  Cleanup charges are $200 per hour with a minimum
of 1 hour.
