Further to this I have discovered that it is leaving smtpd32.exe processes
hanging around when the service is stopped from either the IMail admin prog
or from the Windows 2000 services snapin.
It makes sense that it can not bind when you restart because these processes
are still active and bound to the port. I shall be calling Ipswitch soon I
think.
