If the zone file's MX records are not obtainable at all (not primary, secondary MX) then the fall back is for the sendign MTA to try to deliver to the domain.com host. But if a query for domain's MX records returns any MX record(s), the sending MTA will use them. The "preference number" attached to an MX record is not an absolute number, but relative to the other MX records' preference number. The smaller the preference number, the higher the priority.
