The main purpose is to hold E-mail messages temporarily from the time they
are received until the time they are delivered. It is also used as a
temporary directory, and as the directory for log files.

Yes, and you should be able to safely delete them (just so long as you don't
delete the E-mails or log files). When you open an attachment in web
messaging, IMail stores the attachment in the spool directory. My
understanding is that the files linger in the spool directory if the
download is aborted.
