They do not tell you that you can relay or not. They tell others that
they think you are a relay and let the others make the decision of
accepting mail from you or not.

True enough but that's not something they can directly control. I'm
too lazy to look, does anyone know if the ORBS site has a usage
license at to what are acceptable uses of their lists?
