yeah, it's ok.  Internet will use the curent NS's in the 
root-servers.net until the glue records are changed and then use the 
new NS's.

"One TTL time" before your submit the mod's to the roots, reduce the 
TTL to 1 hour, do the change, and the up the TTL to 1D or more.  This 
reduces the effect of caching of the old records to just one hour.
