The ISP is not trying to prevent "receiving" spam.  They're trying
to prevent their users from "sending" spam.

Spammers often open up a new account for a one time spam flood.  Even
if the ISP has an excellent complaint response by the time they get
the complaints and shut down the account the spam is already sent.

By restricting their users to use *only* their SMTP server they can
throttle a new account that starts sending out gobs of email in one shot.
