I understand that much.  My point is that the 'good' users end up getting
screwed because of the ISPs policy.  The blocking ISPs should accommodate
the users request to add an 'authorized' mail server.  A quick note from the
ISP to the postmaster of the mail server in question for verification isn't
unreasonable.  Heck, it can even be automated!

If a mail server is properly configured to check the MAPS dialup list, this
wouldn't be a problem.
