The only thing that I can see that is that is wrong is:

which is technically in violation of the RFC's because "MAIL" should be a fully
qualified host name ("mail.somedomain.com"). But, most mail clients seem to base the
Message-ID on user input, which is usually wrong. Probably about 1/3rd of all E-mail
has this problem, so I doubt Outlook Express is choking on that. Plus, this problem
only occurred in one of the two sets of E-mail headers you listed.
What I would do is take one of those messages (or any one that OE can't download), and
copy it to its own folder. Then, use Notepad to edit the file
(\IMail\users\username\foldername.mbx) and take out half of the headers, and see if it
downloads. If so, one of the headers you removed is likely the problem; if not, then
one of the headers that is left is likely the problem. You can repeat this until you
find the bad header.
