Actually, my interpretation is that within quotation marks (which is a quoted-string), 
you only need to quote the CR, "\", and the delimiters if they appear in the string 
(in this case, quotation marks).  So, the parentheses and commas would not need to be 
quoted in a string.

In real-life use, I've never seen a comma or parenthesis within quotation marks that 
was quoted (had the "\" before it).

Of course, it would be a lot easier to describe and undersatnd if they used a term 
other than "quote" for what is done to characters... "I've never seen a comma quoted 
when in quotes" just doesn't sound right!
