That's at the sending client.  The format for the message headers are defined in 
RFC822.  But, the user can input the names to the client in any way that the user may 
think of.  The "Allow comma as address separator" will allow the mail client to more 
easily determine what the user is entering as addresses.  It then fixes everything up 
to put in the headers, and the mail server and receiving client don't touch the 
headers.
