Click start > run > then type regedit
Go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SMTPD32\Parameters
Create a string variable named MaxRCPTPerMessage
Set the DWORD value to the desired maximum number of recipients. 0 means
unlimited. Example: if you set the DWORD value as 64 then only 100 messages
can be sent or received by any one person at a time.
Don't forget to Stop and Start the SMTP service once you have made these
changes.
