If you are talking about webmail, it doesn't support return receipts.

As for any other e-mail client it is a user specified option, and then only on
some readers.

If your environment supports it, you may be able to force the issue for
internal users using Outlook and OE with policies, but for anyone outside
receipts are at their discretion.
