That's standard MIME encoding.  Whereever there is an "=", the 2-digit 
hexadecimal code after it determines the ASCII character to display.  This 
is done because SMTP doesn't require 8 bits (some old SMTP servers can't 
handle more than 7 bits).  It is up to the receiving mail client to decode it.

The only problem would be if these codes were being used in a nonencoded 
segment, or a segment not encoded with the "quoted-printable" encoding type.
