You can also get it (and BIND 9 which the ISC is recommending) at

BIND 8 and BIND 9 support zone change notification.
BIND 8.2.3 and BIND 9 support incremental zone transfer.

According to http://www.isc.org/services/public/F-root-server.html
F.root-servers.net answers more than 272 million DNS queries per day.
