Exactly, they are both on the same subnet, and anyone on that subnet is
allowed to relay through either machine.

Yes, the secondary has an entry in its hosts file, the primary has the
actual user accounts.
Unfortunately I'm not able to easily perform regression testing (since
I'd have to roll both servers back to version 6).
