Most of them don't notify the postmaster (although ORBS did), because it 
significantly increases their workload.  If they tell you, there's probably 
about a 20% chance you're going to bug them, and about a 5% chance you'll 
send them one of the "cartoony lawsuit threats" (originally the words of 
ORBS, if I recall correctly).  When you're adding a thousand servers a day, 
that takes a lot of time to deal with.

Many of them will let you introduce yourself as an ISP, and let you know 
whenever any mailservers under your control are listed.
