In theory you should also be able to remove the secondary MX from the
allowed IP list in SMTP security, and that would also fix it. I don't see
any reason why this won't work.

However, if you have two servers with a split load and one is backing up the
other, this causes a bigger problem. If the "secondary" isn't allowed to
relay for the primary, it won't accept mail for that domain either,
regardless of a hosts file entry. I think that the internal logic on this
one is as follows:

1) Is this for one of my users?
2) If no, is this for someone in my hosts file?
3) If yes, is that hosts file on my SMTP security relay for IP list?
4) If no, reject the mail
