When DNS returns with a "referral" rather than an "answer", the DNS packet 
contains the NS records where the querier should query next, plus the A 
records for those same NS records.  The A records are the "glue records" 
that you need to contact those NS hosts.

Each DNS server has a "root hints" file which is nothing but a "referral" 
for the root servers:   NS records and A their records.   The root hints 
file enables "root connectivity" for the DNS machine.  Not having a root 
hints file causes a DNS to lose  root connectivity and be unable to 
navigate the DNS namespace by following referralsd to obtain answers from 
authoritative nameservers.

Scott will have to explain what "invalid glue at root" is.

If a DNS loses root connectivity, it can't answer queries from the mail 
server which then can't send mail.
