Do you know why some root servers will return the A record, while others
won't? For example, I have a .org domain with a .com NS records, and the
root servers return the A records. And I've seen cases where one root
server would return the glue, while another would not (for the same domain).

Given the amount of traffic the root servers have to deal with, you would
think that they would be consistent, which could reduce their load quite a bit.
