Tim, Are you saying that the Administrator account can not remove those directories? Simply take ownership of the directories, then apply permissions, then remove them.
Then what I would highly suggest is that you find a security checker app, such as available from webtrends, and run it against all your systems. If you're missing security patches or updates to your production servers.... best apply them now.
