I know how its done a friend of mine does it but the usually only use 50% of the free space max and remove old software and films so they can re-use the space (old to them is a week or so usually) your server would have been found to have a port open that a server side script could be deployed through by a pub scanner, the script then reports back the media descriptions of the machine, network details, and server specs. If all of these are worth bothering with another script is sent which sets up user rights for the pub and the directory structure. The better groups will usually work with the sysop by only using a certain amount of space or finding software for them.
They will usually respect the sysops wishes so they can continue to use the server.
