If you check the Received: headers, it should help determine where the 
delay was.  The "Date:" header from November is the date that the client 
created the E-mail.  The first Received: header added to the E-mail (the 
one farthest from the beginning of the headers) normally shows when the 
E-mail left the mail client (so you can see if the fault was with the 
sender's computer, or the mail server they use).  The top Received: header 
would be when it was received by your mail server.

I can't imagine any reason why someone would intentionally delay E-mail for 
more than a month, but it's possible that there was some sort of glitch on 
the remote mail server (which caused mail to temporarily not be delivered) 
that was just recently discovered, so they sent out the mail that was in limbo.
