That's an urban legend.
They mean either one of two things:
[1] All deliveries will be made simultaneously. IE It will send EHLO/HELO
to all the servers, then when it gets the first response back, it handles
that one, and so forth (rather than sending one complete E-mail, then
starting the next). The mail gets sent out quicker that way, but 10
1-megabyte E-mails still takes about 10 megabytes of bandwidth.
[2] Only one copy of the E-mail will be sent to some server (either a
gateway server you are allowed to use, or to one of the mail servers that
the E-mail is destined to), and your MTA will tell that server "Please
deliver it to all these recipients". In this case, 10 1-megabyte E-mails
would take only about 1 megabyte of your bandwidth. But, you have to find
servers willing to accept your mail (open relays) -- you have to think like
a spammer to be able to do this.
