It  should  be  Do  Not  Relay, which means that everyone will need to
perform  SMTP AUTH. If you ever put in a web server or app server that
needs  to  send, but for some reason cannot pass SMTP AUTH credentials
(but  why  would  you  ever  get  such  a  thing, now that you've been
warned?),  you  can "upgrade" to Relay for IPs and put just that other
machine's IP in the list; everyone else will still need to AUTH.

Post a snippet of your logs and I will look at them. It's still a good
idea to use a domain other than Hotmail for testing.
