How can the client keep track? And this started happening with OE. A
previous tech switched him to OL2k.  He downloaded all e-mails. Again, and
again. When I was there, we did it again. And then it still tried to start
all over. Same client, profile, etc.

The client, not the server, keeps track of what was and was not downloaded.
If you use a different client, all messages stored on the server will be
downloaded again.
