You can use the typical two-step process, or something a little tweaky that I tried once: don't create the forwarding files, but run a batch file nightly that concatenates all of the filter.mbxs into filter.mbx in your directory. Delete all the UIDs/IDXs along the way to make sure all the indexes get rebuilt. This method reacts dynamically to the addition of new users.
