Yep.

It  checks  the  Reg for every user authentication/authorization. Some
global  startup  settings, however, are cached--that's why you have to
restart  the  daemons  to  make  some changes take effect. Caching the
Registry  settings might actually hurt performance, since it's already
running  from RAM most of the time and the last-updated call would add
as much overhead as retrieving the data.
