Actually, that may be the saving grace for DSBL.  Hotmail and other 
services can pretty easily prevent mail from going to the server that 
handles the DSBL submissions.  That gets them off the hook.

And, I would guess that most people who know enough to block mail to DSBL 
would also know a fair bit about spam, and would be less likely than most 
to have spammers abusing their servers.  Not always the case, but at least 
DSBL would be able to catch a lot of this type of mail.
