For the web messaging E-mail to get scanned, you've got to run something on
the same box. That limits you to three different options:

[1] The latest beta of Declude hooked into smtp32.exe
[2] An on-access virus scanner scanning the \IMail\spool directory
[3] IMail AntiVirus (which may or may not scan web messaging; nobody seems
to know for sure)

No matter which of the three options you use, you're dealing with a lot of
CPU usage for minimal results. Scanning all SMTP E-mail would most likely
catch about 98% or so of the viruses, with the another 1% being the
occasional web messaging attachment that already had a virus in it (and
another 1% to account for viruses that slip through before definitions are
updated, misconfiguration, corruption, etc).

You have to decide how important it is to stop the viruses. You might, for
example, get better protection by using 2 different virus scanners to scan
the SMTP E-mail, rather than scanning outgoing web attachments. Of course,
you would get even better protection by using 2 different virus scanners
and scanning outgoing web attachments. And what about scanning for bogus
files (for example, executable files with a .bat extension, that are almost
guaranteed to be a virus)? What about vulnerabilities such as the CLSID
vulnerability and the Outlook 'CR' vulnerability? You can't always catch
100% of the viruses, but there are a lot of steps you can take (at
different costs) to block as much as you can.
