Okay I give up.
I have spent hours reading the docs.
The ADMIN account seems unable to do what we need.
If I outline the problem would a kind soul be willing to help?

Our hosting company "sold us" an installed IMail system.  We created a
user 
account called ENVIGILATOR and another 70 or 80 user accounts called 
STUDENT01, STUDENT02, STUDENT03 etc.  We then put a forwarding rule in 
every user account (the students) which causes a copy of every email 
received to be automatically sent to the ENVIGILATOR account.  So every 
time a student receives an email, the ENVIGILATOR gets a copy.  By the
way 
the incoming emails are mainly CBT lesson results and it's the 
Envigilator's job to prevent arguments and cheating but also to help 
students which are falling behind.

The problem is, individual users can (and do) "mess with" their
forwarding 
rule setting, which prevents the ENVIGILATOR account receiving copies of

their CBT results.  Apart from the major disputes and other hassles
which 
invariably occur when someone is caught cheating, in short it won't take

the stuident long to figure out they can swap results undetected simply
by 
disabling forwarding.

Is there some way of setting IMail to automatically generate these
incoming 
copy emails without having to rely on having to create individual email 
forwards in every user account?  Most importantly, identically for all
user 
accounts?
