I will assume the users are using web messaging. Have the option removed from the templates. this will stop them from making changes to that setting. Then you can make any changes you need to with the iadmin.exe program.
We have don this with our outside sales people as mandated by our executive committee. This keeps them from forwarding their messages to personal accounts and replying from a non company account.
